In search of a freeware sticky note program that can attach notes to
specific program windows. Is there such an animal?

You can create sticky-notes which will display only when specific
windows have focus using PowerPro - but it's not a simple sticky-note
program. That said, it's probably my favourite program on my computer
:-)

AT Notes is one which I have used. I've recently started using
http://www.shirusupad.tk/ which has a slightly different look and a to
do list which doesn't just leave odd notes all over the place.
