dll in xp home that enabled the windows xp sharing and security tab
without having to boot into safe mode (administrators account) to
change file and folder permissions. but can't remember the name of it
or where i found it, hoping someone here could help me.

I have it but can't remember where I got it. Reply (or email me) with an
email address and I'll send it over.
