MS list several causes for delayed log off and Saving User
Settings appearing to time out accompanied by an Event
Viewer entry:

The machine is fully up to date with service patches for
Win2000.

How do I identify which reference refers and obtain a
patch?

How do I identify which reference refers and obtain a
patch?

You may have this problem after Q329170 security patch is
applied. You can either uninstall this patch (not recommended),
or get the new hotfix (Q828153) from Microsoft.

You'll discover the logoff delay goes away if you stop the
Print Spooler service before shutting down. The problem is
with SPOOLSV.EXE (and the hotfix replaces this file).
