Long Delay at "Welcome" Splash Screen

On a new WinXP (Home) desktop, there's a long (45 second delay while the
computer displays the "Welcome" splash screen. I havn't seen this on other
similar computers. Any ideas on what might be happening?

Yep, just about all PCs. You are loading up too many
programs at startup. Go to: Start/Run/type MSCONFIG
then click OK/startup tab. Now uncheck/disable
everything except your anti-virus, if Norton, it will
start with NAV > click Apply > OK > reboot. Now you have
a "lean, mean machine", and should boot in 20 seconds.
You're NOT deleting any program, only stopping them from
loading and saving system resources.
