Long bootup with XP Pro

Not sure which group to post to, so I've chosen two!

I've been having some problems with XP Pro with long bootups, ever since
I installed some update from the Windows site a while back. It seems to
be to do with Outlook Express which got its knickers in a twist
afterwards. The date column would only display the date in reverse
format (yyyy/mm/dd) and I could not change it. And I'd send emails and
posts and find they were not being saved in the 'sent' folder despite it
being set to do so.

Things got slower and slower on bootup, with it taking up to three
minutes to get to a point when I could click on an icon and use a
program. Although the desktop would appear soon enough, an hourglass
kept revolving for ages and I could do nothing. There would be three or
four attempts to access the A: drive, things would grind away with the
desktop refreshing periodically and eventually enough steam would be
generated for the thing to work.

There was nothing in the startup group, and I use Startup Control Panel
to get rid of everything else. Nothing should have got in the way.
Also, if I clicked on My Computer, the little torch would very often
blink away for quite a while as the machine ground away looking for
itself.

Nor could I get my little home network or ICS to work again. (Two
machines, X-over cable)

I did numerous virus checks, but nothing was ever found.

Eventually, I got exasperated, backed everything up and did a full
re-install of Windows, and although things a a bit better, it still
looks for the A drive, despite it being disabled in the bios, and it can
still take a while for things to come up.

And I still can't get the network going. I keep getting a 169 IP
address instead of a 192.168.0.1. When I force it to that IP manually
it will stay there for a while, but if I run the network connections
applet it goes back to a 169 addy.

I ran a prog called Winaudit and it tells me that DHCP is not turned on
on this PC, the host. How can I force DHCP on?

Uninstall the update. Why did you need it anyway?

Don't know which it is. I'm set up to automatically find updates. I
assume they will work when installed. And if it was a critical update,
it seems reasonable to apply it because a problem has been identified.

Further, when I re-installed Windows and then my ISP, it went off to
look for updates and stuffed them on.

Do you know which update is likely to have caused the problem? Is there
a known issue with any recent updates? If so, can you let me know what
it is so I can uninstal it?
 
To turn on DHCP Client go to Control Panel, Admin Tools,
Services, and look for DHCP Client. It will tell you its
status. If you are having problems it is probablly
disabled. Left click on it and choose properties. Set it
to automatic so it will start with Windows. You can also
start it and see if everything works by clicking the
start button.

Many thanks - very helpful. Have done as you said, but too late tonight
to play. Will play tomorrow and get back if any problems.

Foillowing my previous post, I did as you said and it said that DHCP was
started. However, when I ran cmd -> ipconfig/all, I got the following -
