I just bought specifically a 1GB SD card for $9.99 from Walgreens
because my old PDA can't read anything over 1GB. Turns out the disk is
2GB! This, despite the big "1GB" on the disk label. Wasted $9.99.

Most people would have no problem with that
but in your case you should take it back to Walgreens

they *will* give you a refund you know

The early "SD" spec. implementations had a 2GB
max. limitation, I wasn't aware of any with a lower
limit.  Even some of the implementations with the
2GB limit, can handle some 4GB SD chips.

So what was the Make&Model of the Walgreens
SD card, as well?

The PDA is an Audiovox Maestro, also known as Toshiba E570. I've tried
three different 2GB SD cards with no luck. My two 1GB cards (and
several smaller ones) work fine though.

The model of the SD card is SD-M02G. Returned it for a refund today.

Here's a discussion thread that describes the steps I took to try and
get my PDA to read the 2GB cards.
