I have clients that are logging into remote Active
directories but not to the local active directory. Most of
the clients are windows 2000 and windows 98. How can I
troubleshoot this issue.

My recommendation would be to look at your site configuration using AD
Sites and Services first. Remember that AD has a physical and a
logical structure. If you have left Sites and Services in its default
state then you have some work to do on the physical setup. If you have
defined all of your subnets - sites etc according to these general recs

Then look at DNS. Your physical topology that you define in Sites and
Services is actually referenced by clients via DNS. You will need to
verify your DNS setup here is the recommended setup for a typical
domain.

If the Win98 clients have the DS Client installed make sure they are
pointing to the DNS server on your local domain. This would apply to the
2000 clients as well.
If this is coming from DHCP make sure it is correctly setup
