logon to windows 2000 server

I have two AD master domain controllers in my domain. If
one is brought down, users are unable to logon. I thought
the whole purpose of Windows 2000 AD servers, was if one
goes down, the other takes over. Any suggestions or help
or info would be greatly appreciated.

Hi,Renea.

To successful logon onto doamin DHCP and DNS servers must
be ran. Is the upped server run them?
