It can be done but is not the wisest thing to do. A Windows file has
to be hacked with a hex editor to replace the boot screens bitmaps.
Windows File Protection has to be tampered with to allow the replaced
file to be used.

Not recommended or supported.

That changes the wallpaper - not the boot up screens.
