Logon Screen Does Not Appear after boot

Windows Server 2000 - Service Pack4
Logon Screen Does Not Appear When You Start - Just that blue / teal screen.
Mouse moves around fine. Same thing in Safe Mode.
That's it.

See if tip 7787 » When you log on to Windows 2000, you have no desktop or taskbar, and Explorer.exe will NOT start?

No good.
That assumes that you get the ALT+CTRL+DEL.
I can't even do that.

ALL I get is the blusish tealish scream and the mouse.
NO Logon dialog box at all.

Have you tried doing a repair reinstall?
