At the logon screen, the cursor doesn't change to a hand when passed over my
name, so I can't logon. I tried going to Safe Mode, with the same result.

At the Welcome Screen, do Ctrl-Alt-Del twice. This will give you the classic
Windows logon box. Type the name of your account and password in and hit
"Enter". If you don't know the name of your account, go into Safe Mode (if
you have XP Home) and do this. Then type "Administrator" with a blank
password.

That may allow you to login, but that doesn't solve your problem
permanently.

Have you tried clicking on your name, even if there is no hand?
If the click works, then that you possibly mean that the hand cursor file is
missing or corrupted and needs to be replaced.

Or the .Default registry entry for the curosr hand is missing, replaced or
has the wrong value.

See: HKEY_USERS\.DEFAULT\Control Panel\Cursors and see if anything is set
for Hand Value.
