Logon problem

I have two servers, both are windows 2000, the other one
has no TCP/IP installed. I want that server access the
other server using the NET USE command. Apparently every
time i tried to access I get an error: "No logon server
available"
 
Each server must have a network communication protocol that is running on
both servers for the servers to communicate with each other.
ie configure both with TCP/IP or Netbios or NWlink

This is making the big assumption that both servers each have the same type
of network card (both ethernet or both arcnet or both Token-ring etc) and
that they are connected to a network. (crossover cable hub switch)
