Logon Message

I am trying to configure a logon message for our Domain. We had one that worked and then somehow most of the message disappeared from the Policy setting. It looks as if the policy may have become corrupt. I built a new default policy and copied the old message into it. The message window now appears but only one line of text

What am I missing?
