In a domain you have two kinds of Administrators:
Local administrator and Domain Administrator.
You need to be Domain Administrator to add or edit Domain users.
You need to be Local Administrator to add or edit Local users.

Are you talking about the Local Security Policies or the Computer
Management?

Also, are you trying to create a new local user or do you want to allow
an existing domain user the rights to log in interactively on the
server?

also, Domain Controllers don't have local accounts.
