Logon keyboard language failes though it's seem to be right ?

I get the USA keyboard when I try to logon. When I have logged on it looks
like this:

In the regional options your locale is (swedish) and the set default is
swedish and the input local is swedish. I also compared the registry with
another w2k sp4 machine where I have no problem. The registry key I looked
at was Hkey_users\.default\international and Hkey_users\Keyboard
layout\preload
Propably I'm looking at the wrong keys ...

The problem is gone if you run a RDP session, then it works fine.

Can you help me ?

That's the entries I'm edited though I missed the control panel in the
earlier question before international. Any more suggestion ?
