I've had this problem for weeks and I'm using a laptop computer.
After starting up the windows and log on screen's poped up
then my computer is freezed and I can't even turn it off.
The only thing I can do is cutting the power off and waiting for draining
all batteries.

So I tried the Safe mode and restart the normal booting and it works
sometimes.
However it doesn't work sometimes safe-normal boot up solutions.

How can I fix this problem?

This isn't a solution for your larger problem, but you shouldn't have to wait
for your batteries to run down to get the computer to switch off. (It being a
portable computer may mean that it isn't actually shutting down all the way
but, rather, it may be going into a sleep or hibernation mode when you let
the batteries run down, anyway.)

You should be able to force the system to shut down by holding the power
button in its depressed state for several seconds (at least 5 full seconds).

It sounds as though there is a fault in the installation of the operating
system or in one or more of its device drivers. Is the system under warranty?
Was the operating system installation a clean installation or an upgrade
installation?

Did you install some new software or hardware just before this behavior
started?

Please give us some more information.
