Logon failure: the user has not been granted the requested logon type at this computer

The setting to log on locally is part of the Local Policy.
Run gpedit.msc and check the numerous settings.
 
Got two Win 2K workstation running on a Linksys WAP 11 Access Point. One of
the workstation got a broadband connection and the other could connnect to
it using Internet Connection Sharing. It seems to work fine.

The problem is that even though they can both use Internet without any
problem, they are not able to share their respective hard drive. Whenever
one machine tries to connect to the other machine, it would come up with the
login and password prompt. When the username and password are entered, a
message would come up saying \\XXX is not accessible. Logon failure: the
user has not been granted the requested logon type at this computer.

I have checked all the settings and they seems normal. Users are setup
similarly on both machines. Even the administrator account is unable to
logon to any of the machine. It seems to be both ways.
