Logon Dialog Box does not appear

I'm having a problem with IE6 getting on to a secure site. It is
supposed to pop up a logon/password box, but on one of my machines it
doesn't. Instead it says Page Cannot be Displayed..... as if the logon
had been cancelled.

Is there a setting somewhere that is causing this?
