If you have defined your sites with different costs assigned to the intersite
links, you will be authenticated by the DC that has the lowest link cost.
If two DCs have the same cost I'm not sure what happens (they toss a
coin???)

If your local DC is running it will authenticate you. If the local DC is down
you will be authenticated against the remote DC. If there are 2 DCs at the
remote site and your local DC is down you could be authenticated by either of
the remote DCs.

Andrew,
how can I sit the costs assigned to the intersite links,

and how can I dfine the the lowest link cost if I have 14 sites.

you have to create site links...and set costs in the properties of them...
The lowest cost is the result of the combination of...phisical structure,
speed and reliability of connections and your need...
There is not a single rule....
