logoff problems

the computer wont log off i have elimenated the guest acct. An still have to juggle back an forth to addm, acct then the system wont shut down, After which the only other option is to ctrl alt delete the have to shut down about 40 running programs before the system gets tosecurity shutdown how to fix please send to my address the reply

Close your programs before logging off or shutting down. If the trouble is
with background programs not releasing gracefully, use MSCONFIG to pinpoint
which ones are not doing well with the shutdown problem.

When you figure out which ones these are, either close them manually every
time you shut down or change their behavior and do not allow them to launch
at startup.
