I understand that one should not use cached profiles to
log onto a server over a VPN. I read somewhere that it is
possible to configure a local profile that has domain
access rights. Can anyone tell me how this is
accomplished?

Why not?

You can create a local user account on the computer, but if this computer
belongs to a domain, I'd certainly recommend that they log into the domain.
You can grant the domain user local admin rights on the computer itself.
