Logging On, Drop Down List For Users?

No. At least, not with the ordinary "Log on to Windows" dialog, although
some biometric or smart card solutions can dispense with the need to type an
account name. Users are expected to know their own user accounts. User
accounts typically follow some pattern based on the user's name (although
that in itself raises a security concern). So long as someone knows their
own name and this naming convention, they know therefore know their account
name. And if someone does not know their own name, they probably should not
be logging on.

This all raises the question, why would you want someone to not have to type
their own user account? Surely users are not sharing accounts. Windows
provides group membership and group policies to allow a group to share
access to resources, such that, say, all accountants have a shortcut to the
accounting app.
 
In support of anonymous statement, I will add that you do not want to have
drop-down list of user names on any computer, this I consider to be a
security issue. Users should enter there own user names manually.
