Why is that when the "log off" or "turn of my computer"
dialogue box appears the background changes from blue
showing my icons (the correct way)to a gray layering of
windows as if they are stacked upon each other only
showing the top icons. The screen also appears grayish
in color. I can't stand this. Please help.

This is normal for XP. The gradual graying of the screen is just an
intermediate state that appears until you complete the operation that you
started by selecting the log off or turn off computer button. This was not
meant to be a state that you leave the system in for an indefinite time
period.
