I would think it is your machine looking for a network. I take it you have a
network card (or port on your mobo) and aren't connected to a network? (Or
are connected to a network that doesn't have a DHCP server assigned).
If this is the case there are two easy ways to fix it. One, quick and dirty,
is to disable the device in Device manager (or, even better, the BIOS), the
other, more elegant, especially if you *may* network it at some satge, is to
assign your PC a static IP. (Try 192.168.0.100 with subnet mask
255.255.255.0) The delay is caused by the PC being set to obtain an IP
address automatically (from a DHCP server, the default indows setting) and
your computer is waiting a pre-set time for a DHCP server to respond. When
it gets no response, usually after between 30 secs and a minute, it
continues to boot into the desktop.
This is becoming more of a problem for home users who don't have a network
but get a mobo with a built-in NIC. The OS installs the networking
components as it finds the hardware, then spends time looking for the
network when it's booting. After all, you wouldn't have a network card
installed if you weren't on a network would you? The last statement doesn't
hold true anymore with a whole lot of mobos having built-in network
interfaces, a fairly recent phenomena for home PCs.
The other thing is, if it isn't network problems, that board of yours, you
got it from Tiger Direct right? A package with the CPU included? I'd never
heard of it before so just did a Google search for it and came up with
exactly *one* hit for it from..... Tiger Direct, a current offer for a
package deal with a P4 3.0Ghz. With built-in 10/100 NIC.
It seems exceedingly strange to me to only get one hit on a recent mobo,
raises flags. <shrug> It could be fine, maybe Tiger is just buying budget
boards and re-badging them, starting their own brand. Still, to be honest
with you, I wouldn't have bought it without knowing why it's a previously
unheard-of brand name.
Do me a favour, download and run Aida32 Enterprise Edition and tell me what
it IDs the board as. It can be downloaded from many places, MajorGeeks being
the one I used:

It is a very handy diagnostic tool and is very handy to have on your system
anyway.
Good luck.
