Log on and log off look different

Why have my log on and log off screens changed in appearance? I prefer the standard xp log on with differnt user's and their names and personal pictures. That doesnt come up anymore, just a standard username and password, same at shut down. What's the deal?

Enable Welcome Screen & Fast user switching.

Click Start, click Control Panel, and then click User Accounts.
Click Change the way users log on or off.
If it is not already selected, click to select the Use the Welcome screen check box.
NOTE: The Use Fast User Switching check box is unavailable until you click to select the Use the Welcome screen check box.
Click to select the Use Fast User Switching check box, and then click Apply Options. Quit the User Accounts tool.

I also am having this problem; however, when I tried to enable the welcome screen, a window came up that read that a recently installed program had disabled the welcome screen and fast user switching. It gave a name that "might help identify the change-" MSGINA.DL

How do I know that this file isn't important? Can I just delete it?
