Log Off Removal/Icon Pop-up Tips Disable

I have Windows XP Professional:
1. Can I remove the Log Off option from the Start Menu?
If so how?
2. How do I disable the ICON Pop-up Tips from the Taskbar
icons when I move the pointer over them? I have
figured out how to stop the icon pop-up tips on the
system but it does not affect the Taskbar icons.
