I had to reload Widows XP after a hard drive failure. After formating both of my hard drives, reloading the system and all the patches and upgrades, the system reboots rather than turning off when shut down is selected.

Chances are that you are having a driver failure during shutdown which
causes an automatic reboot. Go into your system properties, then go to
Advanced, and under Startup and Recovery click on Settings. Deselect the
option to automatically restart. Then, you should see the blue screen error,
and hopefully it will give you information as to what driver is causing the
problem. If it doesn't, then you can just go through and update all of your
drivers until you figure out which one was broken.
