When I try to send a message, this appears:

An unknown error has occurred. Subject 'Completed 485 for Mary Liles',
Account: 'mail.millenniumhhc.com', Server: 'smtp.coxmail.com', Protocol:
SMTP, Server Response: '421 Sorry, you must log in before using this
server.', Port: 25, Secure(SSL): No, Server Error: 421, Error Number:
0x800CCC67

I have tried going in to my account under tools to modify this, but nothing
changes. Any help?

You didn't mention exactly what you did or did not modify, so try this
first:
Click Accounts on the Tools menu.
Click the account in question, then click the Properties button.
On the Servers tab, under Outgoing Mail Server at the bottom, check the box
labeled "My server requires authentication".

The default setting is to use your POP3 (incoming server) logon information
to authenticate on the SMTP (outgoing) server. That is usually true, but if
you still cannot connect to send, contact your ISP help desk for more help
on their requirements for sending mail.
 
It sounds like this account is set up to receive mail from
mail.millenniumhhc.com, but to send via your ISP's SMTP
server, smtp.coxmail.com. This is certainly not wrong, but
it can be fraught with some complications.

As Tom already suggested, you need to enable ""My server
requires authentication". Then click the "Settings" button
immediately to the right, then "Log on using" and enter
the login for coxmail.com.
