Log File error

When I restart my PDC which is the Terminal Server
Licensing server (but NOT the Terminal Server), I get an
error message in the logs:

app log:
lserver (2928) Log version stamp does not match database
engine version stamp.

system log:
General database error occurred, Can't initialize ESE
instance - error -514 JET_errBadLogVersion, Version of
log file is not compatible with Jet version.
 
Have you tried reapplying that service pack and running
windows update? It complains about a version mismatch,
would I'd expect to see if a service pack install didn't
quite upgrade/update all the correct files.
