Have a custom built PC that I am having a problem with. Have swapped all of
the following several different times.
Video Card
RAM
HD..
Also has fresh install of XP
I am starting to wonder if i have a bad mobo. The only other thing that I
have not tried to swap is the PS. It locks up when booting into XP before
you get the desktop. Any ideas? All help is appreciated.

The PS can at times cause this to happen. Try boot the PC and let it set for
a why, like and hours or so and see if it finishes booting.
 
Look in computer management | event viewer and see if there are any errors
listed which point in the right direction.

Open msconfig and on boot.ini tab click bootlog in boot options to generate
a log which might help in finding the cause.

Do you have a spare power supply to try or can you borrow one.

And how is he supposed to do that if his computer locks up before he can get
to the desktop?
