Lockup on shutdown or restart

My XP Home edition (HP computer)locks up with the 'Windows
is now shutting down' message when I try to shutdown or
restart. I have been through all the HP troubleshooting
steps. I can sometimes make it restart properly just that
once, then it always returns to the lockup state. Please
help.
