Locking out control panel settings

My Mother-in-Law uses her computer(XP) as part of her business of giving piano lessons. The trouble she's having is that her students like to change the settings for the desktop, cursor, display, and other settings causing the computer to become unstable. It has also led to the need to replace the CD-ROM drive 3-times due to students screwing around with driver files. Is there any way to lock out all settings from the user and only allow them access to programs that have a shortcut on the desktop

I'm in the dark since my box is running Win98

I'd be greatful for any help

(Shooting the kids is not an option
