locking or time out on computer

can u help me please. i use windows xp home and am set up as administrator.
i want to lock the computer down at say 11pm. if i cannot do this then i
want to deny internet access in particular msn messenger at this time as i
have a child who comes down in the night to use the computer.

Many thanks for your help. I wondered if you could answer a question before
i download this. Does the time out work on a 24 hour clock. or does it renew
itself each time they log on. Say for example i restricted the user to 2
hours internet. could they then log off, restart computer and then go for it
for another 2 hours.
