Is there any way the regional DVD encoding can be permanently set to Region
2 either at build time or after desktop deployment ?

Policy ? Reg Fragment ?
 
Changing the region can only be accomplished 5 times on any CD/DVD before
the user must return it to the manufacturer. So, in your case, just make 5
changes and no more can be done. (Just make sure the last one is to the
region you want to be permanent.)

Your employees can easily circumvent this.

Thanks Jerry, I know how RCE works and how many changes you get before a
user calls our customer support.
But that's not the answer I was looking for, I don't really relish doing a
manual change across a 1500 user network located on various sites..... !
 
Yeah, never thought of this aspect, but this seems like another half-baked
design, one which makes it possible for an employee to ruin the DVD drive in
a laptop simply by playing imported DVDs. (Or just using the computer
overseas) They probably wouldn't realise they were doing anything wrong,
either.

Perhaps this design-flaw should be taken-up with the media companies who
insisted on this idiotic feature in the first place.
