Locking Down Windows XP

Good day,

I administer a dozen small remote offices which connect
thru a VPN tunnel (via RDP) to a head office to run
business software I can't use GPO's to lock down their
desktops because I don't have a Domain Controller in each
of these offices and the connections aren't sufficiently
fast to have this type of traffic running across our WAN
(DSL links to the internet). I am looking for a method of
locking down these XP Pro desktops beyond the limited
number of settings that are in the Local Security Policy.
I want to be able to disable changing the background,
animated cursors, themes, etc, as well as all the typical
security settings but not have these settings affect the
Administrator's account. Am I looking for something that
just isn't available? Am I mad? Please help!

No, you're not mad. Its a highly desireable feature, but one that's lacking in XP. However, see www.dougknox.com, Win XP Utilities, Windows XP Security Console. It will allow you to implement a large number of the User Configuration restrictions on a per user basis. Work continues to include many additional features, plus those that will be added with Service Pack 2.

The user does not have domain controllers in these offices, and doesn't want to haul this across the VPN connections, so AD isn't an option.
