Locking down apps on local machine

Is it possible on a local W2K pro machine that is not part
of a domain network, to lock down access to applications
for some users, but not others?
 
If you use the ntfs file system, you can then assign permissions to
folder/files to only hose users and groups that you want to run an
application. A user needs read/list/execute permissions to run an
application. Be careful with deny permissions as administrators are also
members of the users and everyone groups. Also denying access to run
Internet Explorer will not stop a user from accessing the internet even with
no other browser installed. See the links below on ntfs permissions. ---

Not exactly the way NTFS was meant to be used. Policy
definitely a better solution. Learn more about
poledit.exe.
