locking cells

Hello,
I am trying to lock or freeze a certain range of cells. A-P / 1 - 8.
I would like users to be able to type outside of that range.
So all cells 9 and below. and all cells Q to the right.
Is there a way of doing this?

Do you need to do this just once, and then consider the sheet designed to be
finished? Or do you need to do it repeatedly? If the former, just select the
two rectangular ranges manually and format as needed. Know what I mean?
