Locking Access permanently

Is it possible to permanently lock an Access database,
i.e. prevent the SHIFT+Open command from working?
 
go to VB help via Tools-Macro-visual Basic editor
and type AllowBypass which gives the code
 
Just tried this. This is a BIG help. Of course, I can still F11 it, but the SHIFT is disabled.

I have a 100% invisible "Admin" button on a form so I can run a macro/code to make it appear. But I don't see a command to make that happen. If I disable the "Special Keys", I'm hosed, I think. Is there anyway to get around that?
