I understand that the toolbar is locked.
IMPORTANT: This solution contains information about modifying the registry.
Before you modify the registry, make sure to back it up and make sure that
you understand how to restore the registry if a problem occurs.
WARNING: If you use Registry Editor incorrectly, you may cause serious
problems that may require you to reinstall your operating system. Microsoft
cannot guarantee that you can solve problems that result from using
Registry Editor incorrectly. Use Registry Editor at your own risk.
The issue is due to the restrictions set in the registry. Open Registry
Editor [Regedit.exe] and navigate to:
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explor
er]
[HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explo
rer]
In the right-pane, look for the entry "NoBandCustomize". Delete this value
or and set it to 0.
In the right-pane, look for the entry "NoToolbarCustomize". Delete this
value or and set it to 0. This restores the missing "Customize" option.
Quit the registry editor.
Open Internet Explorer and check if the options are enabled.

i cant access changes on my toolbar ! When i right click
the toolbar, everything is in faded text and not able to
highlite. how do i un lock it ???
