Locked out of Control Panel

My roommate thought it'd be funny to change my desktop
image then download tweakui and lock me out of control
panel so I couldn't change it. The desktop image was an
easy fix, but I'm still locked out of control panel. I
tried going into the windows/system32 folder and opening
the tweakui.cpl file manually, but it said "This action
has been cancled due to restrictions in effect on this
computer. Please contact your system administrator"

I would asume that the solution lays somewhere in the
registry, but I'm not about to go poking my nose where it
doesn't belong and ruin my whole computer. Well at least
not without guidence.

I'm running Windows XP Pro if that matters.

Open Registry Editor [Regedit.exe and goto this key:
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
In the right-pane, double-click NoControlPanel value and set it to 0.

Also, do the same here: [if the key is present]
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\policies\Explorer]

In this case, the HKEY_LOCAL_MACHINE settings 'over-ride' the HKEY_CURRENT_USER settings

vengence would be nice too. ;-) Just joking... kinda.
