Locked out due to Security Policy

In an attempt to prevent other people from accessing my
system remotely I have locked all users out of the system.
I have now created a scenario were by each time I attempt
to logon under any user including administrator I recieve
the following message. "The Local Policy of This System
Does Not Permit You to Logon Interactively"
I have attempted running the restore panel and copying the
files from the repair directory to the system dir with no
luck My only other option I can see currently is
installing xp on a partiton and copying all data over.
does any one have any better ideas?

Are you sure that you have tried the built-in
Administrator account ? This one has some
special properties.

Is this this only XP Pro or W2k system that you have ?
If not, try mapping the C$ administrative share
(assuming you did not also deny or remove the
grant of the network logon user right).
If you can map your boot partition (C$ assumed
above) then navigate to system32\GroupPolicy
and set its NTFS permissions to Deny Full Control
to Administrators.
Then try to log in with an admin account - which
should now work - then go to the same directory
and remove the Deny, after which use the local
security policy to remove the changes that you made
to the User Right that change the logon rights.
 
I have a similar problem with my client's laptop. I have
used third party s/w to reset the Administrator's
password but still can't logon. I get the same
message "The Local Policy of This System Does Not Permit
You to Logon Interactively". The laptop belongs to a
workgroup not a domain and my client assured me he didn't
changed any security settings. I suspect a hacker may
have got into his laptop and change the policy and
password. I don't want to reinstall XP Pro and loose all
emails and address book. Please help.

Try booting up in safe mode.
