Locked desktop icons

Somewhere, there's a "switch" to arrange icons alphabetically, and then to
lock the desktop in that mode. Someone did this to my computer, and I'd
like to release the icons, so I can rearrange them to my liking.

Where's the switch?

Right-click on an empty area of the Desktop. You will see "Arrange Icons
By". Slide your mouse to the right of that entry and you'll see a lot
of choices, including Auto Arrange. Uncheck that and also - if checked
- Lock Web Items on the Desktop.
