LOCKED CELL IN EXCEL STAYS UNLOCKED

I've created an on-line form using Excel for my office's LAN. Previously, all
locked cell could not be changed once protection is activated. However, just
recently some of the cells could still be changed after it has been locked
and the sheet set to protected. How could this happened and is there any way
to secure the worksheet?

This really doesn't have anything to do with security administration.
You have a much better chance of getting an expert answer by posting in
the Excel newsgroup - microsoft.public.excel
