Lockdown of Limited Accounts

I created one admininstrator account and several limited accouns on a brand
new Windows XP Media Center. My goal was to prevent the limited users from
downloading/uploading anything without my permission. That works - BUT the
limited users cannot access programs that I have downloaded under the
administrator account.

Am I doing something wrong or is there a way of giving limited users access
to all programs that are on the hard drive?

You're not doing anything wrong. The problem is with the installers of the
