Lock .ppt slide template or text box

Can I lock a template (or individual text boxes) in .ppt? Short, simple
story: I'm creating a .ppt template for multiple users using .ppt 2003 . On
one slide, there will be a bulleted text box. I want to lock the size and
font of the text box, but allow the users to enter their own text. They need
to be limited to a specific number of characters in the comments. They should
not be able to re-size the text box, change the font size/color, change the
bullet type, etc. The goal is multiple people creating different
presentations, but each .ppt must have exactly the same format. Thanks to
anyone who can help!!

As Steve said, that would take an add-in on every machine. I would tackle
this as a training/management issue rather than a ppt issue.
