Lock HTML Code?

Is there a way to lock certain portions of HTML code in a stand-alone
file?

I've got a bunch of users who send out newsletters. They create the
newsletter file from an HTML template I've provided, but not being
computer people, they ALWAYS mangle it. I'd like to be able to 'lock'
most of the HTML and only allow them to edit a certain portion. I know
Dynamic Web Templates can do this, but those seem to require creating
an entire website...

No.

If all users are using FP2003, then the DWT can be used. It can be assigned to a single page.

How do you lock a single page using a DWT? The only way I got it to
work was to setup a website, create the DWT file, and then create a
new page and attach the DWT. You're saying it can be used on a single
page, w/o a parent website?

The DWT is a web based tool (and a web can be a single page)
