Lock down Desktop and programs

My parents are useless computer users and constantly messing up their Desktop
and various programs by clicking in all the wrong ways. Is there a way for
me to set it up so that they would not be allowed to make changes to the
desktop and program settings
 
Set them up as limited users in the control panel. Be careful as i ahve
problems wit hmy children (the reverse of your problem) who as limited users
can't access all programs.
