Lock Down Clock

I have a strange question. Is there a way on a stand alone XP machine (not in
a domain) to lock out a user from changing the clock's time, month, year,
time zone, etc.?

It depends on the version of XP you are using which you forgot to tell us.

a. If you have XP Pro, you can set user permissions/restrictions with
Group Policy (Start>Run>gpedit.msc [enter]) but be careful. Using the
Policy Editor can be tricksy. Questions about Group Policy should be
posted in its newsgroup: microsoft.public.windows.group_policy.

b. If you have XP Home, you can use MVP Doug Knox's Security Console or
the MS Steady State.

NB: If you don't grant a user admin rights, they can't do this at all
anyway.
