location positioning with IEEE 802.11b

I read about a library project in Finland where the visitors get their own
PDA device, they use it to search books.
When they enter the search keywords, they get a graphical interface showing
their location and the location of the searched book.

Im wondering does .net compact framework supports Location Positioning with
PDA's that are using IEEE 802.11b standard.
 
The connectivity protocol should not really be an issue.
As long as you can connect to your LAN/service provider,
you should be able to use any services that are available.

I am not sure about the fundamental structure of Map
Point, but I would guess that GPS is not manditory and
that you can use other solutions like triangulated RF
tags, etc.
