Localhost sending to localhost

I have a W2k server based network with an ISDN router.
When Explorer is started the connectction is made Ok. If
Explorer is closed the router fails to disconnect. There
appears to be traffic flowing. Looking at the Norton
Internet security's activity log there are regular traffic
reports between localhost and localhost. How do I resolve
this problem. I think its to do with DNS?

Is this an AD Domain?
Do you have an internal DNS server?
Are all clients pointing only to your internal DNS server if you have one?

If you do not have an AD domain or no internal DNS server are the clients
set to register their addresses in DNS on the DNS tab in TCP/IP Properties?
